  1. Diplomacy: Public, not private.
  2. Open seas: Free and safe.
  3. Trade: Free, equal.
  4. Armed forces: Minimal, domestic.
  5. Colonies: Resized, colonised people to decide 50/50 % weight with coloniser.
  6. Russia: Occupiers leave, West will support if communism is their choice.
  7. Belgium: Occupiers leave.
  8. France: Prussia’s wrongs must be righted. Alsace-Lorraine back.
  9. Italy: Resized to fit Italian nationalities.
  10. Austria-Hungary: Its peoples free to develop as they like.
  11. Balkans: Occupiers leave. Sea access. Borders etc.
  12. Turkey: Own state. Ottoman Empire: Split. Dardanelles: All ships can pass.
  13. Poland: State created. Sea access.
